2026 Queue Cluster 16 – Commercial Interest Allocation
1. Introduction
3 Phases Renewables, Inc. (“3 Phases”) is soliciting proposals from Cluster 16 projects seeking an allocation of Commercial Interest Points under the California Independent System Operator’s (“CAISO”) Interconnection Process Enhancements initiative. Proposals are due no later than July 31, 2026, and should be submitted to Info@3PhasesRenewables.com.
RFI Documents: This RFI consists of two components: (1) this protocol document, which describes the purpose, schedule, and evaluation process; and (2) Appendix A, the Offer Form.
RFI Website: This RFI and all related materials are posted on the 3 Phases website. The website will be updated periodically with additional information. Respondents are responsible for monitoring the website for updates.
2. RFI Overview
Purpose: Proposals will be evaluated on their ability to meet 3 Phases’ portfolio targets in accordance with the criteria set forth in this RFI.

| Project Location | Within CAISO or pseudo-tied into CAISO. |
- Non-Fossil Fuel Resources: Solar, wind, RA-only products, renewable-plus-storage hybrids, and stand-alone storage.
- Firm Zero-Emitting Generation Resources: Must not be weather-dependent or use-limited; must have a minimum 80% capacity factor; must produce zero on-site emissions or otherwise qualify under RPS requirements. Storage resources are excluded from this category.
- Long-Duration Storage Resources: Must be capable of discharging at maximum capacity for at least eight continuous hours from a single resource.

3. RFI Schedule

4. RFI Questions
Questions: Respondents and other interested parties are encouraged to submit questions to Info@3PhasesRenewables.com. Questions should be submitted promptly to allow sufficient time for 3 Phases to respond.
5. Proposal Submission
Respondents must submit their proposal(s) in the format described below. Under the current schedule, the submission deadline is 5:00 PM PST on July 31, 2026.
Proposal Requirements
- Proposal must be received by 5:00 PM PST on July 31, 2026.
- Proposal must include a completed Appendix A.
- Appendix A must be submitted as an Excel spreadsheet.
- Respondents are responsible for contacting 3 Phases with any questions regarding completion of Appendix A.
- Following receipt of Appendix A, 3 Phases may request clarification from a respondent. Respondents will have three business days to reply; failure to respond within this period will result in the proposal being removed from consideration.
6. Proposal Review and Evaluation
3 Phases will contact the respondent whose proposal most effectively meets its portfolio needs, as determined by 3 Phases in its sole discretion, to negotiate a Commercial Interest Point Allocation Agreement. The following criteria will be considered:

Project Viability
- Commercial operation date (COD)
- Construction timeline
- Permitting status and site control
- Location
- TPD eligibility status
- Interconnection information
Technology
- New renewable energy
- Landfill energy resources
- Energy storage resources
- Geothermal resources
- RPS-eligible resources
Review of Results: If 3 Phases elects to proceed with a respondent’s proposal, it will provide the respondent with a draft agreement as the starting point for negotiations.

3 Phases reserves the right, in its sole discretion, to reject any or all proposals for any reason. 3 Phases also reserves the right to accept a proposal other than the most attractively priced, to pursue multiple proposals simultaneously, to waive any technical non-compliance, and to conduct further negotiations with any respondent. This RFI, and any documents submitted in response to it, do not constitute and will not give rise to any legally binding obligation on the part of 3 Phases. 3 Phases does not intend to be bound by the terms of this RFI or any associated documents unless and until 3 Phases and a respondent negotiate, agree to, and execute a definitive written agreement, including appropriate credit assurances and other terms and conditions, which may differ from the information contained herein.
